Visa-free travel for Indian tourists to Moscow could be introduced as early as spring 2025, officials say, capitalizing on the growing number of mostly business travelers to Russia from India. Another aim is to strengthen Moscow’s position as a hub for corporate travel and international events.
Moscow City Tourism Committee Chairman Yevgeny Kozlov said the decision had been made and an agreement “is currently being worked out,” which is expected to lead to a significant increase in the number of Indian travelers to the Russian capital.

“Indians will be able to explore the capital in organized groups under an agreement that is “currently being worked out,” said Moscow City Tourism Committee Chairman Yevgeny Kozlov.
Indian tourists visiting Moscow on the rise
Talking to The Economic Times, Kozlov noted the rising trend in the number of Indian visitors to Moscow over the past two years, making the vast South Asian country one of the leading source countries for inbound visitors.
The Russian capital has seen over 60,000 Indian visitors in the entire year, also up 26 percent from 2022.
Indian citizens have already been able to apply for an e-visa to Russia from August 1, 2023. The visa is usually issued within four days, a move that has undoubtedly helped boost travel.
